Although Guan's family was poor while Bao enjoyed wealth, Bao never looked down upon Guan. Instead, he treated him with equality all along. When they worked together in business ventures, Guan usually took more profit; however, Bao never complained, believing that this was because Guan needed to support his family.
Later on, Guan served Duke Jiu, while Bao supported Xiao Bai, who eventually became Duke Huan of Qi after winning the throne struggle. Fearing possible retaliation, Bao strongly recommended Guan for high office, even offering to step aside for him. He believed that only by employing Guan's talents could Qi prosper. Ultimately, thanks to Bao's recommendation, Guan became prime minister and implemented various reforms that made Qi powerful enough to become one of the Five Hegemons during the Spring and Autumn Period.
